Nagpur में fabrication unit चार साल से एक ही supplier से IS 2062 E250 plates बिना किसी समस्या के खरीद रहा था। Plates ISI marks और mill test certificates के साथ आते थे। Quality team ने MTCs को stamp किया, heat numbers को log किया, और material को production में release कर दिया।
October में, Bureau Veritas के एक TPI inspector ने pre-dispatch inspection के लिए project site का दौरा किया। उन्होंने अपने laptop पर BIS portal खोला, MTC से CM/L number enter किया, और quality manager को result दिखाया: licence status — cancelled। License चार महीने पहले expire हो गया था। Mill ने renewal के लिए application submit किया था लेकिन renewal अभी भी BIS review में था। इसी बीच, mill ने production और marking जारी रखा।
बयालीस tonnes fabricated structural steel — पहले से ही cut, drilled, और partially assembled — एक hold notice के अंतर्गत था।
Physical ISI Mark क्यों पर्याप्त नहीं है
ISI mark एक BIS-certified standard के अनुरूप होने का symbol है। यह तभी significant है जब तीनों conditions एक साथ सत्य हों:
- Manufacturer के पास product category के लिए active BIS licence है
- Product को उस licence के scope और conditions के अंतर्गत manufacture किया गया था
- MTC में correct, currently-valid CM/L number है
जब पहली condition fail होती है — जैसा कि Nagpur case में हुआ — mark legally meaningless हो जाता है, चाहे steel IS 2062 requirements को पूरा करता हो। ISI mark एक chemical test नहीं है। यह एक certification claim है। यह claim point of use पर verifiable होना चाहिए, न कि केवल point of purchase पर।
Government project TPI inspectors, CPWD quality managers, और infrastructure project QA teams routinely BIS portal checks करते हैं। Procurement teams और fabricators जो same checks नहीं करते हैं वे blind fly कर रहे हैं।
BIS Licence Validity को कैसे Verify करें
BIS India portal (bis.gov.in) एक public product certification database प्रदान करता है। Licence lookup function एक MTC से CM/L number लेता है और return करता है:

- Licence validity / expiry date
- Current status (active, cancelled, suspended, renewal pending)

Verification steps:
- BIS product certification portal पर navigate करें
- Product certification licence search function को select करें
- MTC से CM/L number enter करें
- Confirm करें कि licence holder name, MTC पर mill से match करता है
- Confirm करें कि licence currently active और valid है
- Confirm करें कि standard scope में IS 2062 grade और product form (plates, coils, sections) शामिल है
अगर portal "cancelled", "suspended", या MTC date से पहले का expiry date दिखाता है, तो material BIS certification fail करता है — physical ISI mark की परवाह किए बिना।
BIS Portal क्या और क्या नहीं बता सकता है
Portal confirm करता है कि एक mill के पास query के समय पर एक valid licence था। यह retroactively confirm नहीं कर सकता कि specific heat produce होने के date पर licence active था या नहीं। Recently expired licences के लिए, यह एक grey zone बनाता है: expiry से पहले के final weeks में produce किया गया material एक valid licence के तहत legitimate तरीके से produce हो सकता था, लेकिन इसे expiry के बाद produce किए गए material से distinguish करने के लिए mill के own production records की जरूरत है।
Practice में, TPI inspectors और project quality managers एक binary rule adopt करते हैं: अगर licence currently active नहीं है, तो material further investigation pending तक hold किया जाता है। Supplier या fabricator पर burden है कि production date valid licence period में गिरा था यह prove करें।
इसलिए project delivery पर एक expired BIS licence discover करना एक serious problem है। Hold को clear करने के लिए जरूरी evidence — production logs, BIS surveillance visit records, date-coded production tags — mill से आना चाहिए, और mills हमेशा cooperative नहीं होते जब यह उनकी own compliance failures को expose करता है।
BIS Licence Verification को Supplier Qualification में Build करना
Nagpur scenario को prevent करने का एकमात्र reliable तरीका है BIS licence verification को supply chain में पहले move करना — goods-inward से supplier qualification में, और फिर purchase order में।
Supplier qualification (annual या semi-annual review) में:
- Mill का current BIS licence certificate collect करें, सिर्फ CM/L number नहीं
- CM/L number को BIS portal पर verify करें
- Licence expiry date को supplier master file में record करें
- Expiry से 60 days पहले renewal confirmation request करने के लिए calendar reminder set करें
Purchase order stage पर:
- एक contract clause include करें जो supplier को require करे कि if उनका BIS licence lapse या suspend हो तो आपको notify करें
- एक clause include करें जो every MTC पर CM/L number require करे
- यह payment की condition बनाएं कि BIS licence supply के समय active हो
Goods inward पर:
- MTC पर CM/L number को material को production में release करने से पहले BIS portal के against verify करें
- Portal check result (date, portal status) को goods receipt document पर record करें

High-value या critical structural projects के लिए:
- Mill का current BIS certificate copy MTC के साथ request करें, सिर्फ MTC पर CM/L number नहीं
- Defined weight threshold से ऊपर की consignments के लिए, existing supplier qualification status से independent BIS portal check को mandatory बनाएं
Fabricator की Liability
जब non-certified material का use करके fabricated steel एक project site पर पहुंचता है, तो liability सिर्फ mill पर नहीं बैठता। अगर fabricator ने material को BIS certification status verify किए बिना production में accept किया, तो fabricator दो fronts पर expose है: project specification के साथ contractual non-conformance, और potential quality liability अगर material performance बाद में question किया जाए।
ISI mark एक shortcut है जो तब work करता है जब chain में सभी अपना काम कर रहे हों। जब एक mill की certification lapse हो जाती है और mark material पर appear करता रहता है, तो यह shortcut fail हो जाता है। एकमात्र protection है verification — goods inward पर BIS portal को check करना और physical mark को active licence के substitute के रूप में treat न करना।
